Super committee holds power to decide Medicaid's future

The Capitol buildingThe 12 members of Congress designated to serve on the new Joint Committee on Deficit Reduction, the so-called "super committee," have extraordinary authority to plan the nation's budget and policy decisions over the next decade.

Its initial task is equally monumental - find at least $1.2 trillion in spending cuts and report their findings, which could potentially include cuts to entitlement programs like Medicaid. Though its discussions are expected to be held in public, the majority have been held behind closed doors, including one on Oct. 5 by its six Democratic members. One member defended the closed-door meetings, saying that privacy among the members is needed to be "honest with each other."

The super committee members are made up of Democrats Patty Murray (WA), John Kerry (Mass.), Max Baucus (Mont.), Chris Van Hollen (MD), Xavier Becerra (CA), and Jim Clyburn (SC), with Republicans Job Hensarling (TX), Jon Kyl (AR), Rob Portman (OH), Pat Toomey (PA), Fred Upton (MI), and David Camp (MI).

Online speech therapy optimal solution for schools

Telepractice, as the service is known, allows students to work with speech therapists via live, interactive computer sessions with therapists who work from remote locations, sometime even from across the country.

PresenceLearning, a San Francisco-based company, has been a provider of speech therapy online for 2 ½ years, working in 15 states and servicing over 1,000 students, including regular school districts like the Fall River Joint Unified School District in California as well as numerous virtual and charter school organizations. Gov. Brown rejects education bill

Senate Bill 547, which would have revised the current system of rating California schools to include other "multiple indicators" of school performance in addition to test scores, was shot down by Gov. Brown earlier this month.

The bill, put forth by Senate President pro tem Darrell Steinberg, "nowhere mentions character or love of learning… It does allude to student excitement and creativity, but does not take these qualities seriously because they can't be placed in a data stream," according to Brown's veto message.

Brown's administration promised to work with key education constituencies to come up with suggestions on how to reduce the amount of time spent on tests.

Free Care Policy Requirements

Recently, Leader Services has received several questions regarding CA's Free Care Provision.

The policy and requirements of California regarding Free Care are simple:

In order to bill Medi-Cal for Free Care services, LEAs must do all of the following:

  • Establish a fee for each service provided;
  • Collect any Other Health Coverage (OHC) information from 100% of the population receiving the service;
  • Bill other responsible third party insurers (OHC) before billing Medi-Cal.
Free Care services that are billed without meeting the above criteria can be subject to penalties and repayments.

Leader Services is committed to ensuring the validity of our client's claims and maintaining the integrity of the Medi-Cal and LEA Billing Option programs.

Schools struggle to provide water to students

Pouring a glass of clean waterAmid widespread budget cuts, administrators are having trouble finding ways to provide children with access to a basic, vital resource – drinking water.

The Hunger-Free Kids Act of 2010 includes a provision that requires schools to provide students with free drinking water at lunchtime. Though the legislation requires schools comply with the regulation by September, some schools say they can't afford to comply.
